The Tag Manager tool itself (which implements the tags) is a cookie-free domain and does not record personal data. The tool handles the activation of other tags that, under certain circumstances, may record data. Google Tag Manager does not access this information.

Data protection provisions for the application and use of Google AdWords

Google AdWords uses “conversion tracking.” When you click on a Google-sponsored ad, a conversion tracking cookie is set. These cookies expire after 30 days and are not used to personally identify the user.
